Normative and Legal Aspects of Ecological Problems under Intergovernmental Power Structure Forming

In this paper the algorithm of reappraisal of an ecological standard under intergovernmental power structure forming with the aid of the fuzzy sets theory and interval computing is suggested. Ecological standards of two neighboring regions in an intergovernmental power structure prescribe a legislatively established interval of the maximum permissible pollutants concentration at their territories. At this interval we prescribe a value of ecology prosperity which should be corresponded to the perspective conditions of scientific and technical progress. The current value of the environment pollution and the value of ecology prosperity are modeled by fuzzy numbers. The complex of conditions allow to calculate the ultimate values of the environment pollution. In this case the width of the maximum permissible pollutants concentration is reduced till 50 – 67%. The suggested algorithm allows to determine the ecological standards’ values on any forecast period under an intergovernmental power structure forming.
